Backing is the layer of fabric that covers the back or underside of a quilt. A quilt backing is the bottom layer of what is often referred to as a quilt sandwich (top, middle, bottom).  It can be one large piece (wide-back yardage), strips or pieces joined together, or it can be an entirely different quilt.  Many different types of fabric can be used such as cotton, cotton/poly blend, wool, silk, flannel, Minkee (including new subsets such as Cuddle, Shannon Cuddle, etc.) just to name a few.  Some quilters prefer to use a commercial bed sheet or vintage muslin.  A quilt backing can be as interesting and unique as the quilt top.
